Susan Langdon PE, PTOE



As President, Ms. Langdon leads the efforts of Savant Group Inc. based on more than 17 years of experience in traffic signal design and operations, signal system timing and implementation, traffic engineering analysis, traffic system modeling and simulation, transit priority applications and Intelligent Transportation Systems applications. Her experience includes 10 years in the public sector where she served as Signal Operations Engineer for the Wisconsin Department of Transportation and seven years in private practice. She has developed signal timing for more that 1,500 traffic signals in her career and has hands-on experience with most traffic signal controllers on the market. Ms. Langdon is actively involved in the profession serving the Institute of Transportation Engineers as Chair or Co-Chair on several traffic signal related committees. She also continues to find new approaches to traffic signal challenges through her role on the Transportation Research Board Signal Systems committee. 

Ms. Langdon has recently served as:

  • Project Manager for signal timing on-call services to the Dallas District of TxDOT,
  • Project Manager for route study traffic analysis of RM 620 including CORSIM analysis of arterial and freeway alternatives
  • ITS analysis for Border Highway West expansion in El Paso
  • Project Engineer for Houston METRO transit signal priority timing design and deployment.



Jennifer Butcher PE, PTOE




Ms. Butcher’s experience includes traffic signal design, traffic signal timing, traffic impact studies, access studies, signing and pavement marking and traffic control plan development. Ms. Butcher’s experience includes projects in Georgia and Texas for state Departments of Transportation, cities, counties, regional planning commissions, regional international airports and private developers. Ms. Butcher has designed and/or managed over 60 traffic signal designs, signal modifications, and communications plans and has developed and deployed signal timing plans for more than 600 intersections.

Ms. Butcher’s recently served as:

  • Project Manager for several signal timing projects , including 24 intersections in North Richland Hills, 22 intersections along Hulen Street in Fort Worth, and 9 intersections along Crowley Road in Fort Worth;
  • Project Manager for traffic signal designs for Williamson County,
  • Project Engineer for signing inventory and replacement plans for the Dallas/Fort Worth International Airport,
  • Project Engineer for RM 620 TransCAD route planning study,
  • Project Manager for a traffic impact study of International Commerce Park, a one million square foot phased office park on DFW Airport property
