Our involvement in ITE, ASCE and TRB keeps our engineers up to date with the latest technology and techniques being applied throughout the industry.
Susan Langdon PE, PTOE

As President, Ms. Langdon leads the efforts of Savant Group Inc. based on more than 20 years of experience in traffic signal design and operations, signal system timing and implementation, traffic engineering analysis, traffic system modeling and simulation, transit priority applications, and Intelligent Transportation Systems applications. Her experience includes 10 years in the public sector where she served as Signal Operations Engineer for the Wisconsin Department of Transportation and over ten years in private practice. She has developed signal timing for more that 2,000 traffic signals in her career and has hands-on experience with most traffic signal controllers on the market. Ms. Langdon is actively involved in the profession, serving the Institute of Transportation Engineers as Chair or Co-Chair on several traffic signal related committees. She also continues to find new approaches to traffic signal challenges through her role on the Transportation Research Board Signal Systems committee.
Jennifer Butcher PE, PTOE
Ms. Butcher’s experience includes route planning, transportation modeling, traffic signal timing, traffic signal design, illumination, traffic signal warrant studies, roadway level of service analyses, traffic impact studies, site access and circulation studies, traffic control plans, and intersection layout design. Ms. Butcher’s experience includes projects in Georgia and Texas for state Departments of Transportation, cities, counties, regional planning commissions, regional international airports, and private developers. Ms. Butcher has designed and/or managed over 60 traffic signal designs, signal modifications, and communications plans and has developed and deployed signal timing plans for more than 750 intersections. Ms. Butcher is an active member of many engineering societies in an effort to remain up to date with the latest technologies. Through the Institute of Transportation Engineers (ITE), she serves on the Intelligent Traffic Signal Operations Committee, where she assists in responding to various traffic signal operations and traffic modeling questions. She is also an active member of the Fort Worth Branch of the American Society of Civil Engineers (ASCE). In 2007, she was honored by the Fort Worth Branch of the ASCE as Young Engineer of the Year.
Tejas Mehta PE, PTOE
Mr. Mehta has more than ten years of experience in both the public and private sectors. He is a Texas registered Professional Engineer in Texas, a registered Professional Traffic Operations Engineer, and holds a Masters of Science in Engineering degree from the University of Texas. Tejas' expertise spans across traffic engineering as well as transportation planning and travel demand modeling. He has worked extensively on signal system design and operation, network modeling and optimization, and micro-simulation applications. Tejas has conducted several extensive traffic engineering studies throughout his career. Tejas is also proficient in travel demand modeling and has also completed corridor studies and long-range traffic forecasting for various infrastructure projects.
Rhett Dollins PE, PTOE
Mr. Dollins’ experience includes traffic signal design, traffic signal timing, signing and pavement marking design, traffic control plan development, communication network design, and ITS system design and operation. Mr. Dollins spent the first six years of his professional career with the traffic engineering department in the City of Lubbock, Texas. He has designed or modified over 50 traffic signals and created timing plans for over 400 traffic signals. While in Lubbock, Mr. Dollins served as the first Traffic Management Center engineer of the City of Lubbock/TxDOT Transview joint TMC.
Carl LaFerney, PE
